It's about taking the money, and then respectfully talking about spending it - with the people it is intended to go to.
Oh that's just crazy talk. Seriously, I have an in at the Council, and this seems to be the The Big Problem.
When you talked about..."NZ's selected role political economic models", I thought you summed this problem up beautifully, I read it to mean that the people who are selected for the role of spending public money have difficulty getting beyond the politics of obtaining the money.
Simply, we just don't seem to be mature enough to engage in effective communication with each other. -

Aw James, I didn't offend you did I? I didn't say I disagreed with you either. It's just well, when someone keeps telling me it's raining while they're pissing on my back, I get kinda peevish, you know. And BTW, Winston is not such a great guy to quote to some down here, but you wouldn't know that.

The list of States destabilized by America since WW2 is long, bloody and depressing. Last count I heard, (note to self must confirm) was that America has been involved in 287 conflicts involving US military intervention since WW2, that was in 1992, (Letters From America, Alistair Cooke).
Note, I think conflict has a UN definition.
