    Yeah, the second bid process was supposed to stop stupidly high bids.

    To the contrary, the second bid process was designed to ensure the highest possible price was received.

    Unfortunately, it relies on there being more than one serious bidder to work properly.

    If you have a tender process where the person who makes the highest bid gets it for that price, they try to second guess other bidders so that they don't overpay. And the others try to second guess others as well, which you factor in etc.

    Top bidder gets it, and second highest bidder's price should mean that everyone bids what they see as the true value, because you won't risk overbidding.

    I'm not sure pointing to a decade old court makes a good point about "tradition".

    By that I mean that the first couple of years at Uni are basically teaching stuff kiwis learn in school.

    Was watching Roots: The Next Generation last week, and the scenes set in the college/university where the women are wearing uniforms seemed really weird. It was a methodist(?) institution (as many colleges were/are), but still, in the midst of everything, it seemed the most out-of-place (e.g. we still have racism today).

    So where did the perception we’re second come from? I’ve seen that in many a TV story about our imprisonment rate.

    The numbers have changed a bit over the years, and with the expansion of the OECD in 1995, and again in 2010, I wouldn't be surprised to learn that sometime before 2010, we may well have been second-highest in the OECD.
