but $3m for artistic paving seems somewhat rich. Nice work if you can get it. Would be good to see the concept, but can't find any reference to it, apart from briefly in AkCity meeting minutes.
I don't have actual numbers, but the actual art work component would cost around say $200k - to Billy Apple. The rest of the money is simply creating an unnecessary road, which I suppose supports the artwork. I guess you could call it the frame for the artwork.
There is one (not so good) image. A black and white 'checkerboard' paving treatment although its not strictly a checkerboard - the 'squares' are based on the golden mean (a favourite Billy Apple motif).
He is also doing another installation on the corner of Sandringham Rd and Walters Rd - this has a strong rugby influence - it is the corner of a rugby field, sort of, with a single solitary rugby post at the corner of the field.
And really, Billy Apple versus something from Weta Workshop? Give me an apple to admire while I watch something from the workshop.

my suspicion is the WCC is concerned about cost-blow-out for the RWC. a ciy councillor used to be my land-lady and she indicated pretty clearly that rates would be increasing in the near future to fund "stuff".
In much the same way every ratepayer in Auckland city is paying an extra $23 in targeted rates to help pay for the RWC2011 works funded by Council.
Fortunately its just for this rating year. But you don't hear a CitRat council imposing a targeted rate to help fund restoration of the St James for instance.

The WCC library budget is being cut while the tourism promotion and support budget goes up $9million.
If it's not going to the Cuba Street carnival where is it going? The RWC is a good assumption.

It's not so much a pastry vs dolphin argument, unless you consider them elementally as conflicting pie-orities (snare drum). It's more of a pies vs ice cream argument. As Russell said, statue vs. carnival. I reckon Foreskin's Cement should lose that fight.
And don't forget, the WCC are still backing the Rugby Sevens boots and all. Timed as the same weekend as the Cuba Carnival, it is clear where the council's pie-orities lie.

It's going to be a long year-and-a-bit if people spend it complaining about the Rugby World Cup. It's weird how reflexively negative some of my friends are about it.
Russell: I'm in a state of Zen-like indifference about the Rugby World Cup itself. (And if that makes me a bad unpatriotic Kiwi, well you can easily guess which finger I'm rigidly extending right about now.)
But if you don't mind, I'm going to keep bitching about local and central government politicians who think "Rugby World Cup" is some Hogwarty incantation that compels everyone to stop asking uppity questions about what the hell they're doing with public money. I'll accept that paying my taxes and the rates are a necessary evil; but when my employees are spraying around corporate welfare -- and too often doing it without proper scrutiny or due process -- I've got a very big problem indeed.

It's also about art v public libraries, etc. Why is the Cuba carnival more important than books for all?
Not to mention facilities such as public toilets.
The erection of those horrid photo-frames on Courtenay Place - well, not so much the frames, but what they have been filled with so far - shows that the WCC does a great job of giving funding to people to hold art and culture events, but can't do it themselves at all!

Joe Lindsay, trombonist for Fat Freddy's Drop, which played some of the earliest carnivals, said the cancellation was a "stink buzz" as the carnival was "choice".
How nice of the Dominion to ask the opinion of little children, for a change.

you would think that the CCC was the business-as-usual activity and the RWC would be some kind of "exception" funding, but apparently we're all so swept up in seeing minnows playing at the cake tin that we we should all just STFU.
you can't even argue "it brings $$ into the city". have you seen the streets during the carnival? the people who aren't nude have pockets stuffed with money.

South Africa v Wales; South Africa v Fiji; Australia v USA; France v Tonga; New Zealand v Canada; and two quarter finals. It starts September 11 and goes until October 9. So not all minnows and especially not minnows in the "come and stay and spend money" stakes and Wellington will probably be visited by the folks travelling to Palmy and New Plymouth too. The Carnival is asking for roughly the same amount of money for a single weekend.
Craig is right, we need to ask what public money is being spent on. We're getting an awful statue for $350k and a "village" for $100k. Or we are paying $500k for something at the carnival that isn't specified (so far).
It also seems a very odd story that it was $500,000 or nothing.

don't get me wrong, i'n not agin the RWC. just that priorities seem to have gone out the window in the rush to kiss arse on global stage.
it'll be glad-hand-a-rama in the city council for those weeks - and who'll that benefit? not wee ratepaying me.
meanwhile, no shows like the one we saw on cuba street that time - remember? remember?
and no opportunity for robyn to sit and knit like she did last time.

This hooha around the Cuba Street Carnival is very interesting. It very much seems that the decision to not go ahead with the carnival has been made by the carnival organisers itself.
For whatever reason, the carnival organisers decided they needed more than twice the amount of money from the council that they had in previous years. The reaction to not hold the carnival is an extreme reaction, a bit "Yeah? Well, since you're not going to give us the money we want, we won't have a carnival. So there."
If $200,000 isn't enough any more to throw the unusual carnival extravaganza, why not scale it back a bit?

Actually it could be that. Bad economy etc etc means fewer sponsors so they asked the council for a bit more

I want my library i want my carnival and i want the rugby as well
i'm mostly apathetic about the rugby but i know loads of people who are not and making this a rugby vs carnival fight seems a waste of time.here's the thing sponsorship from anywhere at the moment is super super hard to find.
and honestly i bet many a brand would be thinking their money was better spent on the rugby as it's a national event rather than something that is local.
I would like to see the carnivals applications
i would like to know where council is spending sponsorship money
and I'm looking forward to asking questions of local body politicians come election season
