If the service is making available to users the impressions, observations and experiences of previous passengers, these would be a far more searching and reliable measure of safety than the routine checks of departmental registers.
Not much help assessing new drivers though, is it.

I'm about to move out of a home whose mould I cannot have controlled because the only ventilation is windows that open into the prevailing (and frequent, being Auckland) rain.
Thankfully, a heat pump is about to be installed for the next tenant. Mould for this sodden residence was written into the tenancy agreement, which I wish I had paid more attention to. Landlords were good people, though, which often counts for more.

Taking a health organisation to court for their role would be interesting. The Ministry's lawyers have previously argued that they have no duty of care, but I'm not sure how low DHBs would stoop.
